US Virgin Islands Dispensaries
No dispensary is open yet. Ten shops are licensed, and the territory's cannabis office expects sales to start this fall.
Cannabis can't legally travel between islands, so shop on the island you're staying on.

Which Island Are You On?
Three islands, and the shops on each one serve that island alone. If your ship docked at Havensight or Crown Bay, you're on St. Thomas. If you rode the ferry over from Red Hook for the day, you're on St. John. If you flew into Henry E. Rohlsen or walked off a ship at the Frederiksted pier, you're on St. Croix. What you buy on one island has to stay there.
St. Thomas Dispensaries
The busiest island and the biggest cruise harbor in the territory.

When USVI Dispensaries Will Open
The Office of Cannabis Regulation named the territory's first ten dispensaries on January 16, 2026. Each shop still has to finish its build-out and receive a final certificate from OCR before it can sell.
OCR Executive Director Joanne Moorehead said in February that regulated sales would start by fall 2026. We update each listing the day its doors open.
St. Croix will get more shops. OCR took applications for its five unclaimed licenses from July 16 to September 15, 2026. All three St. John licenses are taken.
What That Means for Your Trip
Having cannabis on you is legal here for adults 21 and over. Buying it is the part that hasn't started. Until a shop opens its doors, there is no legal place in the territory to walk in and pay for it.
The guy on the beach is not a workaround. Selling without a license is still a crime, nothing he sells has been tested, and you have no idea what's in it.
You can't bring your own, either. Both airports are federal ground, where cannabis stays illegal no matter what the territory says, and the same goes for the seaplane and every cruise ship in the harbor.
What You'll Need at the Counter
Opening day, this is the whole transaction:
- Photo ID, 21 or over. A driver's license or passport. The ID check happens at the door, before you see the menu.
- A $20 visitor fee. Non-residents pay it on each purchase. There is no card to apply for and nothing to register in advance.
- 18% tax on top of the shelf price.
- A daily limit. Visitors can buy up to 14 grams of flower, 3 grams of concentrate, and 500 mg of cannabis products per day.
Bring cash. Cannabis businesses can rarely get normal card processing, so plan on it until a shop says otherwise.
How to Know a Shop Is Licensed
Every shop on this page holds a license from the Office of Cannabis Regulation. When the first ones open, three things tell you that you're standing in a legal one:
- A certificate on the wall. No shop can sell until OCR issues its final certificate to operate.
- A QR code on the package. Every product sold in a licensed shop carries a Metrc Retail ID code. Scan it and you get the lab results, the harvest, and the batch it came from.
- An ID badge on the staff. Everyone working the floor has to finish responsible vendor training and carry a cannabis business agent ID card.

Are there dispensaries in the US Virgin Islands?
Not open yet. Ten shops are licensed: five on St. Thomas, three on St. John, and two on St. Croix. The Office of Cannabis Regulation has said regulated sales will start by fall 2026.
How do I know if a dispensary is legal?
Check this page. Every shop licensed by the Office of Cannabis Regulation is listed here, sorted by island. If a shop isn't listed on VIBE HIGH, it isn't a legal cannabis dispensary in the US Virgin Islands. Hemp and CBD stores are a different thing: they can sell hemp products, not marijuana.
Which island will have the most dispensaries?
St. Thomas, with five licensed shops and room for up to seven. St. Croix is allowed seven but has two so far. St. John is capped at three, and all three are licensed.
Can I buy on one island and bring it to another?
No. Cannabis cannot legally move between St. Thomas, St. John, and St. Croix, whether by ferry, seaplane, or plane. Buy on the island where you plan to use it.
Do I need a medical card to buy?
No. Adults 21 and over will be able to buy with a valid government-issued photo ID. Visitors pay a $20 non-resident fee.
Which USVI dispensaries grow their own cannabis?
Five of the ten licensed shops hold a farm license on the same island: Fyah Burn, Nature Nurse, Ras Bobby Herbal Products, TDD, and The Harmony Collective.
