Cannabis Events in the USVI: How BYOC Permits Work
The USVI has a permit for cannabis events and festivals: bring your own, consume in a marked 21-and-over area, no sales on site. Here is what the permit allows, where events can happen, and where things actually stand.

The US Virgin Islands has a legal path for a cannabis event, and it is not a lounge or a dispensary. It is a permit, called the Temporary Cannabis Use Permit, that lets an organizer set up a marked area where adults can consume cannabis they brought themselves.
The Office of Cannabis Regulation has published the operating rules for these permits. Whether you are thinking about attending one or hosting one, here is how they are meant to work, and where things actually stand right now.
The short version
A Temporary Cannabis Use Permit runs on a Bring Your Own Cannabis model. An organizer gets OCR approval for a specific event at a specific place and time, sets up a Designated Consumption Area, and adults 21 and over consume their own cannabis inside it. Nobody sells anything. The event around it can have music, food, drinks, and wellness activities, but the cannabis part is strictly bring-your-own.
What the permit allows:
- Adults consuming their own lawfully obtained cannabis inside an approved Designated Consumption Area
- Entertainment, wellness activities like yoga, and the sale of non-cannabis food, drinks, and merchandise
What the permit does not allow:
- Selling, transferring, or gifting cannabis, in any form, including anything dressed up as “free with entry”
- Cannabis vendors or any on-site cannabis sales
- Alcohol inside the consumption area
- Commercial promotion of cannabis products
The supply catch
Here is the honest part. The permit says every bit of cannabis consumed at an event has to come from a lawful source, meaning a licensed dispensary or a patient or sacramental grower authorized to cultivate at home.
No dispensary has opened in the USVI yet. And there is no adult-use home grow. So for now, the only in-territory legal supply for a bring-your-own event is a registered medical patient or sacramental grower using cannabis from their own plants. That is a narrow pool. Until dispensaries open, a permitted event is more framework than reality.
Where an event can happen
A Designated Consumption Area does not need special zoning. It is allowed in any location where the underlying event is already lawful, whether that is a private venue, a yard, or a rented space.
There is one buffer to know about: a consumption area cannot sit within 250 feet of a sensitive-use location. That list covers schools, childcare and youth facilities, places of worship, and the perimeter of any cruise-ship dock or pier in the territory. In practice 250 feet is a short distance, and most venues clear it without thinking about it. The cruise-pier line is the one worth remembering, since that is exactly where a visitor might assume an event could happen and it cannot.
The rules inside the area
Whoever holds the permit is responsible for running the consumption area by the book:
- 21 and over only. Staff check a valid government photo ID at entry, every time someone enters. No one under 21 gets in.
- Possession limits still apply. Adult users may carry 2 ounces of cannabis, 14 grams of concentrate, and 1 ounce of cannabis product. Registered medical and sacramental users may carry 4 ounces, 1 ounce, and 2 ounces.
- Marked boundaries and signage. The area has to be clearly bounded, with a posted sign at every entrance reading “CANNABIS CONSUMPTION AREA - ACCESS RESTRICTED” in inch-high capitals.
- Out of public view. Smoking or vaping cannot be visible at street level from a public right-of-way or anywhere minors might be. If the event is not fully age-gated, the consumption area has to be enclosed or screened.
- Odor control. The organizer has to keep cannabis odor from reaching people right outside the area, using filtration, fans, or barriers.
- Smoke-free rules. Smoking has to comply with the Virgin Islands Smoke-Free Act.
If you want to host one
Hosting is where the permit itself comes in. The application goes to OCR at least 45 days before the event, with a site plan and all the event’s marketing material. Beyond the form, an organizer needs:
- An OCR Cannabis Agent Card held by the applicant or the person overseeing the consumption area
- Lawful possession of the venue for the event, or written owner consent to allow cannabis consumption there
- A DLCA business license if charging for entry, plus Fire Services or Health Department event certifications where they apply, and a VIPD event permit if one is required
The fee structure has two tiers:

Staff working the consumption area have to be trained on age checks, boundaries, visibility and odor rules, and the ban on sales. A copy of the permit stays on site for inspection.
Where this sits next to lounges
The Temporary Cannabis Use Permit is the event version of legal consumption. It is separate from the Adult-Use Lounge Permit, the license for a permanent cannabis venue, which OCR has also not opened yet. Both are part of the same eventual picture: places, permanent or temporary, where consuming in company is legal rather than merely tolerated.
